The lightness, the colours, the elegence, the sense of pure unspoiled innocence is just amazing.
I like the two feathers floating downward, nice touch! And the dress and strands of material running off to either side, fantastic!
One thing I would say is change your 64 x 64 thumbnail to show a little more to entice more people to look at this baby!

composition, posture, details are very good.
The background could have used some higher contrast or darker colours, this way it should look even more "angel-like".. (anyone's asking for constructive critques aren't they ?) but nevertheless this is just fine, especially when it's done with a mouse (^____^)

Re: the curves. I've worked with a mouse for years and many times Ive had to draw a perfect hilight on an edge or to retouch eye lashes. I solve the problem with control (Actually lack of control with the mouse) by drawing a path, defining a brush with a fade control and then stroke the path. PS 7 has it under Brushes: Presets
